Introduction

For those of you who are following the progress of the Naval Point redevelopment, there’s an important update we’d like to share.

At a recent meeting, Te Pātaka o Rākaihautū Banks Peninsula Community Board received a presentation outlining the latest developments on the Te Nukutai o Tapoa – Naval Point project. The update covered a range of key construction and planning elements currently underway or in the pipeline.

This comprehensive project aims to enhance Naval Point as a safe, accessible, and multi-use recreation and water sports hub that reflects the cultural and environmental significance of the area. The latest report highlights several major components of the current stage of development, including:

  • Change Pavilion Building: Construction work is progressing on the new change pavilion, which will provide updated facilities for both recreational and competitive users.
  • Civil and Landscape Works Package: This includes roading, pathways, stormwater systems, and landscaping that will significantly improve access and usability of the site for all users, including pedestrians, vehicles, and boats.
  • Magazine Bay Planning: Site planning is underway for the Magazine Bay area, aiming to integrate the heritage and ecological aspects into the wider development strategy.
  • Overall Site Planning: Broader planning across the site continues, ensuring that future phases align with the community’s needs, environmental values, and long-term sustainability goals.

The Board appreciated the opportunity to hear directly from the project team and ask questions about timelines, budget, and community engagement. As always, community feedback remains a valuable part of this process.

Background

Council staff have been working with our Partners at Te Hapū o Ngāti Wheke and with recreational site users on the next stages of work including planning for storage, and concepts for Wharewaka and a new Multiuse facility. The updates to the plan will be presented to the Community Board.

Te Nukutai o Tapoa – Naval Point Development Plan was approved by Te Pātaka o Rākaihautū Banks Peninsula Community Board on the 20 November 2020 which provided direction for Council staff to advance the design works and construction for Tapoa – Naval Point.  A series of projects have now been delivered or are under construction in line with the Development Plan, including:

·    Stage 1 and Stage 2 Civil and Car park upgrade works

·    Godley Quay upgrade

·    Demolition of the Magazine Bay Marina

·    Lyttelton Recreation Grounds Sportsfield upgrade

·    Lyttelton Change pavilion

Current project work include:

·    Civil and landscape works for the new change pavilion (completion mid-year)

·    Upgrade to the Magazine Bay Marina (construction planned for later this year)

·    Design for Park Terrace Reserve

·    Upgrades to the remainder of Godley Quay and Marina Access

·    Western Redevelopment works for the western and remaining portion of the site

The Recreation grounds and change pavilion works are mostly complete with a few minor amendments (addition of storage shelves and additional seating) are currently underway. The package of work for the civil and landscape works for the change pavilion are underway and will be completed in early July 2025. An opening for the project is currently being planned for later this year and once the artwork for the netball court, has been completed. Staff are working with the Lyttelton Recreation Ground Reserve Management Committee on an opening date and dedication.

Council staff have been working with our Partners at Te Hapū o Ngāti Wheke and with recreational site users on the next stages of work for the Western Redevelopment of the site including planning for storage, Wharewaka and a new Multiuse facility.

The scope of the Western Redevelopment includes an update to the Development Plan with inputs from Naval Point Club and Whakaraupō Recreation Incorporated (WRI) and review of design works for marine infrastructure (hand launch ramp, public ramp renewal, rock revetment structural upgrade and breakwater investigations) as well as the reconfiguration of the storage, rigging lawn, boat parking and site circulation.

The Council’s Long Term Plan 2024 to 2034 (LTP) includes funding for the next phases of work for Tapoa – Naval Point and includes funding to support the construction of the Change Pavilion, Civil and landscape works, Magazine Bay marina upgrade and planning works for the concept design, technical reporting and consenting for the western redevelopment works.

The final phases of work include extensive engineering and ecological design inputs to support the works in the coastal and marine environment. The budget for the full package of design and construction works will be confirmed as a part of the resource consent and once the full extent of consent requirements are better understood.

Once the detailed design and resource consenting process has advanced, staff will report back with an updated project programme and estimated cost for delivery on the remaining construction works. Planning and design for Western Redevelopment is currently being scoped and Council staff are looking to communicate with site users more fully over the coming months.
